[DML] Poor ignition when wet

I suspect that the time is nearing for a tune-up: Cap, rotor, plugs
and maybe wires. I'm running Hervey's silicone, hi-po wires vs.
stock Bougicord wires.
Symptoms: Car is very hard starting/non-starting if parked in heavy
rains. It seems as if the secondary ignition is grounding out to the
engine block instead of the plugs.
I live in a townhouse with no garage. I routinely cover the car but
this isn't really enough to keep all water out of the engine bay.
The problem has become slowly worse over the years and I'm about 40k
from my last tune-up.
Do the symptoms jive with worn ignition or am I looking at another
problem? What are your thoughts about dielectric grease on the plug
wires? Waste of time? Good idea? Do you just put it on the boots, or
along the wire or what?
