Hi Rich,
I used to live in a condo with outdoor parking as well.
The symptoms you describe are exactly what would happen to me when it
was time for a tune up.
I have used dielectric grease on other contacts in the electrical
system but never the plugs. I suspect that it would cause more harm
than good for the ignition system.
As I understand it, dielectric grease is used to limit or stop
corrosion on an electrical connector. I don't think it would help to
put it on the wires themselves.
