Royce, you should hear a whine noise for about 2 seconds when the key is turned to the on position.( not start ) Then go ahead and turn key to the start position and the car should start and the pump will continues to run. If all you hear is a click and the car doesn't start then something has lodged in the pump and you will need to reverse polarity in a tapping to un lodge what ever is locking it up.
