What about a set-screw or two? A two piece bushing would not necessarily stop the rotation. The smooth surface is actually better for getting contact surface; it is the size of the bushing that is apparently the problem. You might be able to manipulate some shim stock to stay in the control arm sleeve and reinstall the bushing. Or, remove the bushing; grind a small grove the length of the bushing. Have a small weld bead built up on the inside of the control arm sleeve. When you reinstall the bushing do it by aligning the bead and the bushing grove. Some random thoughts.
