[DML] interior fans (not radiator fans) intermittent operation

Hey gang,

While testing the cooling power of my air conditioning, I noticed that 
the car has developed the following behaviour pattern:

1. fans will come on and blow for several minutes.
2. fans will stop blowing for several minutes.
3. repeat of 1 and 2.

FYI, the relays in my car are not original -- they have the 
characteristic "swipe" mark on them.

Is this a relay (behind the passenger seat) problem or a resistor (next 
to the blower motor) problem?
