It's the circuit breaker over heating and cooling down and then coming on
again. Fan position 3 will do it less often and 4 will do it more often.

While testing the cooling power of my air conditioning, I noticed that 
the car has developed the following behaviour pattern:

1. fans will come on and blow for several minutes.
2. fans will stop blowing for several minutes.
3. repeat of 1 and 2.
