Ed,
To answer your second question first look at page 6,2,1 in the parts manual and there is a 
Warning Light Switch part number 100822.  When lowering your parking brake handle it's 
supposed to depress the switch and cut the power to the red brake light on the instrument 
cluster.  On my DeLorean I had to remove the drivers seat (four nuts underneath the body) 
and then pop the two black plastic panel buttons (SP10687) then remove the carpet 
parking brake cover (108070) then you will see what I'm trying to describe.
Another thing to cause your red brake light on the instrument cluster to stay on is you're 
really, really, really, really, really, really low on brake fluid.  You might want to check that 
first.
