Any shop with a tire machine and bead sealer could do it. Some shops 
won't though because they have been told to never dismount the 
"doughnut" spare tires, they weren't meant to be serviced so most have 
this warning on the tire. The "secret" here is that they MUST use bead 
sealer. If there is any corrosion on the bead of the rim it must first 
be removed and made as smooth as possible. Before you let them touch 
it ask if they even have bead sealer, if they don't or the can is old 
and the sealer is hard go somewhere else. After it is fixed it should 
hold 60 psi for a long time. Before I sealed my tire it wouldn't hold 
overnight! The spare tire on ANY car should be checked monthly along 
with the other 4. It would be bad enough to get suprised with a flat, 
you wouldn't want another surprise when you take the spare out! BTW 
keep a large plastic bag in with the spare tire just in case you have 
to put the flat tire on the passenger seat.
