The problem could be vacum related,but I had a similar problem with a car once where there was no power until it reved up.Unfortunately with tha vehicle it turned out to be valve timing but ignition timing might be the culprit.If you havent tinkered with either of those systems keep looking for vacum leaks.I dont know what else it could be right now im a little sleepy.
