The first and easiest thing to check is fan rotation. Without even 
checking which way it goes just reverse the wires to the motor and 
give it a try. You should get a strong blast out the vents. As for 
motor speeds check the switch and the wiring. Another remote 
possability is that the fan is loose on the motor shaft, this would 
require you to remove the fan motor to check visably.
