I don't know what country you are living in, but in the United States,
under federal EPA law, it is unlawful for ANYONE to permanently remove
a factory installed and EPA certified catalytic converter except for
replacement. It is as equally unlawful to "cut it open and take
all the material out" and "weld it back together". If you do this and
you do not have a state safety and/or emissions check, chances are
good that you will probably get away with it. But you still have 
violated federal EPA law. You CAN go to prison for that!
