[DML] Splash guard help

Hello,
I tried to remove the drivers side splash guard to get at the fuel 
filter. The nuts looked rusty so I sprayed them with liquid wrench. the 
first came off fine but the other 2 wont. the entire bolt and nut both spin. 
It doesnt look like you can get at it from the top. what should I do? take 
the dremel and cut the nut off? but how will I replace the guard? I want to 
do the ASAP. help!
