I believe the law was changed due to lobbying by the Ford Taurus design team
before the Taurus was released in 1986.

The story of the sealed beam headlight law is told in "Taurus: The Making of
the Car That Saved Ford" by Eric Taub. I do not have my copy with me right
now. If I did I would post a quote.
