It is to avoid blinding the oncoming traffic....When UK cars travel on the
continent of Europe (France Germany etc) they are supposed to place small
triangular self adhesive tape on the Headlight to avoid this effect or have
the Headlights adjusted. It is a practice which is rarely adhered to.
