[DML] LEAK!

Well my new (to me) 83 DMC with only 37K miles has had its second major
problem....

It is leaking radiator fluid from the radiator. If you look behind the
drivers side front wheel and look at the top of the radiator you see a
cap. It looks like a cap that could be unscrewed. The leakage is
looks like it is comming from there.....

Can that cap be tightened? 

Is this a common problem?
