I found the problem. The cable sheath is supposed to be crimped into the metal ferule, or cap on the end. The sheath has become detached from the ferule and it slipped out and caused a bind. I slipped the sheath back into the ferule and crimped it down as best as I could. It works fine now. Hopefully it doesn't pop out too often or I'll have to replace it or have it repaired.
