you are correct....my guess is it's the water and ice freezing up your throttle spool/cable....i would get that throttle cover ASAP especially since your car is exposed to the elements....A car cover needs to be next....I have heard of bound cables before but since yours worked fine I am guessing its the throttle spool...plus I have heard of people pouring anti freeze in the cable to eliminate the problem further...once the weather warms up I bet the problem goes away... let me know if I can help...
