This sounds like you are describing the fuel pump except you
hear it at the wrong end of the car.  So my guess is that
you are hearing the RPM relay.  --Only RPM relays aren't
supposed to buzz.  But they CAN buzz when they go bad.  Try
holding your hand on the RPM relay to see if this is the
noise.
