If you are powering the fuel pump directly and you hear it running then maybe it is running backwards. It can do that if you reversed the polarity but it won't pump fuel to the motor. If it IS running correctly but not pumping then either the pump is bad, the inlet filter is plugged up, or the pick-up hose is kinked. I am assuming there is sufficient fuel in the tank.
