It's when the windshield either starts getting a foggy tint(whiteish type of tint) between the layers of glass or when the layers of glass start coming apart from the thin flim of plastic that holds the two pieces together to form "safety glass",usually it is a very minor issue,and usually delaminates along the edges of the glass,where it is usually covered by the trim..This usually happens from age or from sun damage/heat.
