I can't speak to the cleaning of the vinyl, but I have used two part 5 min. epoxy to fix the split plastic that holds the threaded posts. I just troweled it aroung the section of post that is in the plastic, set it in and held the split plastic around the post until the epoxy was stiff enough. Once dried, the posts did not move.
