I had this symptom after a transmission swap. Turns out that I had stressed the throttle cable such that the cable's outer sheath was forced out of the metal sleeve at the engine-end of the cable (where it mates with the bracket in front of the throttle-spool assembly). This caused a fast-idle and prevented the achievement of WOT.
