By law (in NY state at least) all mechanic garages, oil change places and auto parts store are required to take used oil, batteries and used coolant so that they can properly dispose of the waste. Whenever I have to flush out my coolant system I always bring it to a trusted place to do so that they can collect the used fluids properly. If I am just changing the fluid then I will do it myself since I can catch the few gallons of fluid easily.
