[DML] stains on fender

Here in Michigan the front license plate is not required. But the
previous owner did have one on and i think there are holes in the front
fender now...i can't remember, its been a while since I looked at my
Deloreans front (its in the garage waiting repair) is there any way to
patch up those holes with out getting a new front fender? also, the
previous owner made it look like the BTTF delorean sometime in the past
and must have used scotch tape to hold the wires on. now there are
little take marks on the fender, front and back. Could someone please
tell me how to remove those stains? that would really help me out a
lot. thanks
