Your volt meter should tell you if there is power to the connection when there should be none. If the wiring is OK then, from your description, I would say the otterstat is faulty - causing a power connection or, the mode switch is causing a power leak. Pull a wire from the otterstat and see what happens. The AC, etc. should still function and the relays should release. If that proves fruitless pull fuse 10 and see if the relays release.
