A stuck throttle could indeed max out RPM's in neutral as you slowly stopped car. In all the excitement could also miss stopping at "N" and slide the selector to "R" or "P". That would be bad. Re: Steering wheel locks -- on my Lincolns, the AMC, and truck, turning key cylinder all the way to removal position also causes pins to project into steering wheel and lock it. Is an unlocked position before accessory only, but again in the excitement could easily turn key too far. Haven't removed DeLo steering wheel yet to see if it uses same locking mechanism. Re: Accelerator/gas pedal -- even on carbureted cars does not directly control fuel delivery. Controls throttle plate(s) just like PRV. Engine vacuum meters its own fuel.
