Hi Steve.
This may sound off the wall but try this:
1/ Seal the area around the bolt so you can put liquid around it.
2/ Pour as much as possible Metal Ready on to to it.
3/ Keep this up until the rust dissolves away, trust me it will, but only
if you keep it wet enough.
4/ DO NOT GET the fuid around bearings etc,.
5/ After a couple of hours undo bolt that will come out nice and clean.
If you have not got metal ready use Wonder Wheels (for cleaning wheels)
will not be as good though.
6/ JOB DONE

Best of luck - but if you can get at it, try to get the heat the material
AROUND the bolt head rather than directly on it - you want the hole to
expand, making it looser - if you heat the bolt directly, it would expand
itself and get tighter if anything. Conversely, if you can only get
access
directly to the bolt heat itself, perhaps a can of plumber's freeze-spray,
to chill the bolt and maybe contract it? But you can get much hotter
trhan
colder, if you see what I mean - so heat around the 'land' around the hole
would be your ideal, if possible...
