Hi Chris The FV is not SUPPOSED to fire up on ignition but does so on may cars. It has recently stopped doing this on mine and has made me notice the accumulator is shot. Stian, it should not run continuously with ignition on before you start - it may run for a second or so. Its the frequency valve (FV) which is on the RH rocker cover ( opposite side to the cold start ). When you turn the key to position 2 the RPM relay powers up the fuel pump ( and FV) and primes the fuel system for starting.
