[doc] What's a C&E386 Form - I didn't get one

I imported my Delorean in April and hope to register it once it
finally gets through an MOT.
What is a C&E386 Form ? - I didn't get one of these from Wainwrights
when I picked the car up from Southampton.
Is it essential for registering my car ?
