Theres a metal bracket on the other side which the screws go into. If you reach your hand in where the tail lights are supposed to be, you should feel it, it may just be out of place (it has two holes which go over the two screw holes). If not, it may have fallen down but the dirt over the years seems to make them stick there.

there don't appear to be anything to screw back into? just holes with 
no fixings - odd. I didn't hear any nuts rattle and fall off as I took 
the screws out either. So, question is, were these some of those tiny 
nuts moulded into the bumper that have fallen out as I undid the screws 
(silently) :-) or were they originally fitted with magic invisible 
nuts :-) ... guess its a trip to the car shop for some spire nuts eh ...
