[doc] Web sites, Hosting Etc

Slightly off topic, but hope you dont mind me asking. Especially due 
to the wealth of knowledge in the contributors to this site. :-)
Does any body know of a good programme (software) that is particully 
suited to a home pc user, (my better half)!! for creating a website? 
And how does it work? do you have to pay some one to host it or are 
there free places?
Or if someone fancy's the challenge of creating a website for us in 
return for a favour or small cash sum?.
