Its very difficult to Say Thomas,

The pictures and information are very scant. I can tell you that UK folk
have bought some pretty good running cars from the USA for about that sort
of money , or not a lot more.

If I was selling a car and I really thought that getting it running was not
a lot of work, then I would get it running.

The fact that its not running, is big minus for me.

Just my opinion.
