A car with a flat tire once parked safely out of harms way isn't life threatening. A fire is and can destroy the whole car and more.
Also, if you don't mind waiting an hour or more for the tow truck, you don't need a spare tire.
Cars didn't come with seat belts for a long time either. Can you find one now that doesn't have them. Just because the auto makers don't put in or on the car, doesn't mean that it isn't a good idea.
