Banning is a kind of capital punishment for those who repeatly disobey, 
misbehave or abuse the forum.
If Bill does that, perhaps he should be banned, but why ban all the other 
carburetted owners that haven't expressed in a way Bill did?
That's overkill!

Anyone behaving on any forum like decent subscribers should be allowed.
You could warn Bill one more time to restrain himself from boasting, 
advertising, repeating over and over, etc.
If that doesn't help, the only and final solution is the ban.
Give him another chance to better his "life".
