I've seen Coopers that just aren't round even when new. They will get worse as they age. Drive the car around a bit to warm things up (and get rid of flat spots from sitting) and then lift the tire off the ground and spin it while watching the space between the tire and the ground. Out-of-roundness bad enough to feel will show up somewhat obviously. Also look for a bent wheel rim. Michelin Pilot Exalto are my current preference.
