Many balloon enthusiasts also say it better to fly early in the morning, or late day just before sunset.  I don't know why.
Festivals "wrap" with a large launch at the end of the day.

Balloons don't usually launch at night - too dangerous - they do 
however, at dusk to dark, do "lightings", I think that is the term, 
which on the ground and shows the flame inside the ballon. A great 
photo op. Right down your alley.
