The Cold start valve operates only when the starter is engaged, and then only when the coolant temp is below 95 degrees as measured at the thermotime sensor (tts) at the water pump. When those conditions are met the cold start valve opens, and a heater in the thermotime also turns on to warm the sensor itself. If the coolant in the engine is very cold, say 20 degrees, it will take the heater in the thermotime switch a long time, if ever, to warm the sensor enough to cut off the cold start valve while cranking. If the coolant temp is 94 degrees the heater will very quickly raise the sensors temp and switch off the cold start valve. In this situation the cold start valved may fire for perhaps one second, then take another 5 seconds to cool one degree and fire again for 1 second. The colder the coolant the longer the tts tells the cold start valve to open. Either way the tts only fires the cold start valve when the starter is engaged, so as soon as you release the key and let it return to run, the cold start valve will stop firing.
