The workshop manual (D:01:09) says that "The [cold start] circuit
operates only when the engine temperature is below +35°C (95°F) and
during the cranking process."
I'm assuming that it operates when you crank the engine, but only
continues operating after the engine is running when the engine temp is
below 95°F.
