If you just close the one with the slot in it that is all you need to do. It controls the other 2 "balance" screws so they can stay open, it doesn't matter. Just don't tighten them done too much. You can damage the seat and break the screw. To get the idle down to the 775 the spec calls for you may have to slightly adjust the idle stop screw and the idle motor screw on the throttle arm. You may also have play (looseness) in the quadrant link. It is the piece with the ball ends that connects the throttle spool with the throttle arm. Making it slightly longer may get you all the way down.
