I think there is much confusion here.

When Mike Griese said "No need to register.  The DoD is available without a
password" -- he really meant to say the "DMC VIN List" which is available
without a password.  (Which is what the OP was requesting, not the Dod)

The VIN List has no identifying personal information other than city.
