I had that happen to me a long time ago when I lived in Houston. The
roll-over valve was stuck. I took it out for a while to figure out
why but eventually replaced it without determining for sure why it
stuck. It appeared to be the result of faulty installation (damage).
It's mounted behind the fuel filler access.
Also, the canister valve may be faulty. I had a non-working valve on
my canister but it was open all the time.
In any event - check the vent all the way to the canister in the rear
to be sure the vent line is open. Then check for proper function of
the canister.
