I consider the washer bucket the easy one. 
At least I can see it.
 
I have a small die grinder that fits in there fine and I grind the bolts  off 
just like I do inside the luggage compartment.  It takes about 20  minutes. 
Then I pop out the rivnuts and redrill to the new replacement  size.
I use a rivnut tool and replace them in and off we go.
 
Without a die grinder it will be more challenging.
