Just to reinforce Elvis' #4, I had a similar problem when I took
things apart to change my thermostat. I disasembled less than I
should have and slightly bent the throttle linkage arm so it got a
tiny bit shorter. This prevented the butterflies from closing
completely. Fortunately, the arm length is adjustable and all is
well now.
