Those nuts and bolts are part of a dealer update (not a complete
recall) and if memory is correct it's buried in the dealer bulletin
manual. Sorry I don't have the page number handy. The intent is to
pull the facia up tighter to the body. The driver side one isn't bad,
but that other one requires small hands. Cars with this mod will
often have a noticable notch ground into the facia where it joins the
body at the very top corner.
DO NOT attempt to remove the louver on the fender, it isn't
necessary, it will break, and you won't gain anything. Remove the
cold air intake plumbing inside the engine compartment (done). Then
you can reach in the hole into the pontoon and rotate the tubing
that's in there (aka the "chimney") so that you can reach past it and
access the nut on the back side of that screw. It's somewhat squishy
plastic so you can force it a bit without it breaking, in fact you
may want to just push it back out of the way. It will disengage from
the upper end by itself, and you can see the lower end sticking out
of the pontoon if you lay under the car and look up. That will just
pull out too.
It's probably a 1/4-20 screw with a 7/16 nut on it. The other end of
it is behind the tail light but you probably already found that.
This is much easier if you have trip-jointed wrists.
