The first part sounds pretty easy. The instrument cluster has two
indicators for the headlights, one green one for low beams, one blue
one for high beams, sounds like your blue one is burned out.

Subject: [DML] Electrical Lights Operating Weird
I've just started restoring my Delorean, that I've had sitting for 10
years, mostly outside (forgive me). Given that, when my headlights are
on low beam, the bright light indicator on the dash is lighted, when I
turn on the brights, the bright light indicator goes off. When my
headlights are turned on the rear passenger turn signal lights stay on
and does not blink. I switched bulbs, problem persists. Is there a
relay for this or something? Appreciate any assitance.
