[DML] Cleaning up and upgrading

Hello... I started early on the clean up and fix up on the D that I had 
planned over the winter.  The lower panels on the car had two holes 
that are the seatbelt anchors.  I got the caps to go over them but what 
is used to hold them on?  Epoxy?  On my lower engine cover it still 
will not "pop up" when the latch is pulled.  It is not hiting the facia 
at all.  I noticed the support rod does not really go up fast and the 
spring seems to be unhooked.  Could this be the problem?  It takes two 
people to open the cover..1 to pull the latch and the other to lift the 
cover.  Any ideas?
