Based on all of the responses to this, I would bet that, depending on 
the crew building the vehicle they did it in different ways, based on 
the way they were trained.

Case in point,  6704 has red wires coming out of the lock module, Joeys 
car has a brown base.  Bet they had two different wiring harnesses and 
just mixed them up while assembling the cars, reach into bin, grab 
wiring harness, hook up as trained, check as trained, passed test, and 
on to the next step.
