I have no vacum leaks on the engine (new lines all the

You're probably right about this but don't assume that simply because all 
the parts are new that there are no vacuum leaks. I would confirm this by 
hooking up a vacuum gauge. You should see at least 18" at idle and a lot of 
PRVs pull 22".
