[DML] RPM Relay

I've heard of the failure mode in the rpm relay in which it doesn't 
stay closed and either you can't start the car or the engine won't run 
at high speeds but I just discovered that mine doesn't shut off even 
when the engine dies.

When the engine dies and the RPM relay opens up should the frequency 
valve still be buzzing?

Is this a familar failure mode with a know fix?

Does anyone have the schematic of the rpm relay?
