With these #'s adjustments aren't going to get you to pass. You probably need a tune-up and an oil change to even get close. You may not ever pass without putting cats on. The exhaust leak only helps but you won't pass with a noticable leak. At idle the turbos mean nothing unless the oil seals are leaking. Pull the output pipes and see if there is oil inside.
